I believe that for this is to reflect the full range of discussions at the Congress, it must explicitly acknowledge the role of BOTH bottom up AND top down communication for development. In its zeal to articulate a participatory vision, the summary almost completely overlooks the crucial and complementary role of purposive communication programs (including communication campaigns) aimed at such things as reducing the burden of disease and increasing women’s control over their own health.
